Dr. David B. Weems Sr., PhD, LPC
Dr. Weems grew up in an underserved community. Now he builds the infrastructure those communities were never given.
David Weems knows what it means to be the student the system almost missed.
He grew up at-risk in San Antonio. He played professional basketball in Mexico before walking away from a Pro-Am summer league invitation — because financial wisdom mattered more than chasing a dream. He spent 15 years working his way up inside Title I schools, starting as a teacher aide, moving through coaching and counseling, and eventually reaching Chief Technology Officer.
That path — from the kid who almost fell through the cracks to the person districts now call to build their technology infrastructure — is the foundation of everything Whaley2Weems Consulting does.
Today, Dr. Weems partners with the institutions and communities that get overlooked: HBCUs, tribal colleges, Title I districts, Hispanic-serving institutions, faith-based organizations, and community centers.
From delivering STEM camps in church fellowship halls to equipping faith-based schools with technology infrastructure, we meet communities where they are.
His track record speaks in specifics: million in bond technology initiatives led across two elections. 70+ underserved families connected to home internet through a Starlink deployment initiative he managed from procurement to installation support. Fiber networks built. Infrastructure modernized. Five HBCU partnerships operating at the board and president level.
His wife Norma brings expertise in special education and bilingual assessment — because the families they serve need someone who speaks their language, literally and otherwise.
Dr. Weems works on a sliding scale based on organizational capacity — or helps you secure the grant that funds his services. Partnership over profit.
