The Problem No One's Solving

The Problem No One's Solving

Communities everyone else overlooks face the same pattern: technology purchases without a strategy, programs that don’t connect from grade to grade, and leaders forced to act as the CTO, grant writer, and project manager all at once. The result: wasted dollars, burnt-out staff, and students who never get the full pipeline.

No Technology Leadership

"We bought Chromebooks and nobody knows what to do with them."

You're buying hardware, writing grants, managing vendors, and making infrastructure decisions — but nobody on your team was hired to be the CTO. You need strategic technology leadership without the six-figure salary.

Disconnected Programs

"TEA says we need CTE coherence and I don't even have an IT director."

Your district has coding kits in one closet, a robotics grant in another, and a CTE pathway that doesn't connect to either. Students experience STEM as scattered activities, not a coherent path from elementary through career.

No Workforce Pipeline

"There are energy companies hiring five miles from our school and our kids don't even know they exist."

Energy companies, water infrastructure operators, and tech firms are hiring within miles of your community — but there's no bridge between classrooms and job sites. Students and families miss certifications, internships, and a plan.

What We Build With You

What We Build With You

Not one-off projects. Legacy programs — systems designed to outlast any single grant cycle, superintendent, or school board.

Fractional CTO Services

Strategic technology leadership for districts that need a CTO but can't hire one full-time. Infrastructure audits, bond planning, vendor management, E-Rate optimization, TEA compliance support, TEKS-aligned technology integration, and digital transformation roadmaps. We understand TIP/TIA, CCMR accountability, and the regulatory landscape Texas districts navigate every day.

Grant Writing & Strategy

E-Rate optimization and compliance, 21st Century Community Learning Centers, Title I/II/IV funding, and TEA competitive grant programs. We don't just write the grant — we build the program it funds, align it to TEKS and CCMR accountability standards, and help you sustain it after the money ends.

STEM & CTE Curriculum

The CODE, BUILD, CONNECT framework: a linear K-12 path from hands-on coding in elementary through CTE pathways and industry certifications in high school. One coherent program — not scattered activities.

Workforce Pipelines

Direct partnerships connecting districts with energy, water infrastructure, and technology companies for internships, site visits, curriculum input, and career pathways in your own backyard.

HBCU Partnerships

We build structured K-12-to-HBCU feeder pipelines that strengthen enrollment, demonstrate measurable workforce outcomes for SACSCOC accreditation reporting, and connect your institution to districts actively seeking college partnerships for their students. Our work includes summer bridge programs, freshman orientation partnerships, scholarship pathway development, and direct relationships with district superintendents who are looking for exactly what your campus offers. Currently partnered with five HBCUs at the board and president level.

CODE, BUILD, CONNECT Camp

Hands-on STEM camps for HBCU campuses and homeschool families. Students code robots, build real projects, and connect with career pathways in a structured multi-day program. Not a field trip — a launchpad.

Start With a Discovery Call

What a Typical Engagement Looks Like

Month 1 — Discovery & Assessment
We audit your current technology infrastructure, vendor contracts, E-Rate filings, and STEM/CTE program alignment. You get a full Technology Readiness Report with prioritized recommendations.
Months 2–6 — Build & Implement
We work alongside your team 8–15 hours per month — on campus and remote. That includes vendor negotiations, bond planning support, grant applications, curriculum alignment to TEA/TEKS standards, and staff professional development. You have a CTO on speed dial without the six-figure salary.
Ongoing — Sustain & Scale
Monthly strategy calls, quarterly program reviews, and grant compliance monitoring. We help you build internal capacity so the programs outlast the engagement.
Every organization is different. The first call is where we figure out what you actually need — not what we want to sell you.
Most engagements are funded through Title IV-A allocations, E-Rate savings, available federal and state allocations, or district operating budgets. If you're not sure where the funding comes from, that's part of what we figure out together on the first call.
How It Works

A Simple 3‑Step Path

Clarity first. Then a plan. Then execution with your team — not dropped off and left behind.

1) Discovery Call

“Let’s get the real story.”

We map your current reality, your constraints, and what “better” must look like for your community.

2) Custom Strategy

“Here’s the plan that fits your people.”

You get a prioritized roadmap: funding options, technology steps, and program design that actually connects.

3) Implementation & Support

“We build it with you.”

Workshops, grant strategy, vendor management, and ongoing support — so progress sticks after the engagement.

What This Looks Like When It Works

What This Looks Like When It Works

We're building a showcase where elementary students demo coding robots in the morning and energy executives sit across the table from superintendents in the afternoon — in the same building, on the same day. That's what a pipeline looks like. It starts with a student touching a sensor kit and ends with a career offer.

Dr. David B. Weems Sr., PhD, LPC

Dr. Weems grew up in an underserved community. Now he builds the infrastructure those communities were never given.

David Weems knows what it means to be the student the system almost missed.

He grew up at-risk in San Antonio. He played professional basketball in Mexico before walking away from a Pro-Am summer league invitation — because financial wisdom mattered more than chasing a dream. He spent 15 years working his way up inside Title I schools, starting as a teacher aide, moving through coaching and counseling, and eventually reaching Chief Technology Officer.

That path — from the kid who almost fell through the cracks to the person districts now call to build their technology infrastructure — is the foundation of everything Whaley2Weems Consulting does.

Today, Dr. Weems partners with the institutions and communities that get overlooked: HBCUs, tribal colleges, Title I districts, Hispanic-serving institutions, faith-based organizations, and community centers.

From delivering STEM camps in church fellowship halls to equipping faith-based schools with technology infrastructure, we meet communities where they are.

His track record speaks in specifics: million in bond technology initiatives led across two elections. 70+ underserved families connected to home internet through a Starlink deployment initiative he managed from procurement to installation support. Fiber networks built. Infrastructure modernized. Five HBCU partnerships operating at the board and president level.

His wife Norma brings expertise in special education and bilingual assessment — because the families they serve need someone who speaks their language, literally and otherwise.

Dr. Weems works on a sliding scale based on organizational capacity — or helps you secure the grant that funds his services. Partnership over profit.
